It might be worth having times of more strict rules during crunch time to keep things moving along and then going back to deal with the problems later.

Whenever there is a problem or dispute between employees they are dealt with fairly every time so that everyone is happy.

What did you not like about this institution?
Because of the requirement of fairness it can slow down things slightly when things go wrong compared to an iron rule.
